Appointed during the Extraordinary Meeting of SICA Heads of State and Government, held on January 15, 2009, for a four-year period from February 1, 2009 to January 31,2013; with a five month extension until June 30, 2013; as agreed by SICA Heads of State and Government in Chile on January 27,2013.

Appointed by Presidential Resolution of April 5, 2000, in Costa Rica, for a period of 4 years from July 1, 2000, to July 31, 2004, with an extension of 6 months until December 31, 2004, by Presidential Resolution of June 29, 2004, in Guatemala.

Appointed by Resolution No. 2 of the XIII Meeting of Central American Presidents, adopted in the City of Panama, Republic of Panama, on Dec. 11, 1992, which in Item No. 4 resolved “to put into operation the Central American Integration System (SICA) beginning February 1 1993 and appoint as Secretary-General Roberto Herrera Cáceres, entrusting him to ensure the overall coordination pursuant to the responsibilities ascribed to him arising from the Tegucigalpa Protocol and the systematic scheme of Central American institutionality.”
