Constitutive agreement
It was created on March 30, 1995 by the Social Integration Treaty signed by Guatemala, El Salvador, Nicaragua and Panama. It replaced the Regional Commission for Social Affairs (CRAS).

The governing body of the Secretariat is the Social Integration Council made up by the Minister in Charge of the Social Office of each country or by the Deputy Minister, as it may apply.

- Operate as the technical and administrative information body and guarantee the progress made by and compliance with the regional resolutions regarding the social sector. - Ensure the correct application of the Social Integration Treaty and other regional integration juridical instruments at the regional level and the execution of the decisions made by the bodies of the Social Sub-system. - Carry out the activities that the Social Integration Council (CIS, for its acronym in Spanish) may entrust. - Serve as the link for the actions of the sectorial secretariats of the Social Subsystem as well as the coordination with the Central American Integration System General Secretarial (SICA-GS) according to the provisions of Article 8 of the Protocol of Tegucigalpa and in the exercise of its functional autonomy.
