Coordinating Unit of the Central American Organization of the Fisheries and Aquaculture Sector - OSPESCA
Constitutive agreement
OSPESCA was created by the Act of San Salvador of December 18, 1995, and is made up by the Ministers of the Central American Council for Agriculture and the Ministers and Competent Authorities participating in fisheries and aquaculture sector activities but not belonging to any Minister of Agriculture, as well as by the Vice Ministers and Directors of Fisheries and Aquaculture. On November 26, 1999, OSPESCA joined the General Secretariat of the Central American Integration System in keeping with the Functional Cooperation Framework Agreement between the National Fisheries and Aquaculture Authorities of the Central American countries and the General Secretariat of the Central American Integration System signed in Panama before the presence of Arturo Vallarino, First Vice President of the Republic of Panama, acting as Special Witness.

Objectives: Coordinate the definition and follow up of the strategies, policies and projects regarding the regional regulatory framework conducive to the sustainable development of the activities of a common fisheries policy of the Central American Isthmus.

-Follow up the regional fisheries development strategy approved by the Central American heads of state. -Promote and follow up the formulation and approval of a framework treaty that would establish coordinated guidelines for regional fisheries regulations. -Promote fisheries regulation strengthening and modernization proposing coordinated national criteria. -Coordinate the formulation of regional strategies, policies and plans. -In coordination with the International Cooperation Unit of the General Secretariat, take the necessary steps to reach agreements with regional or extra-regional organizations participating in fisheries activities. -Provide assistance to the national regulatory unit in its field of competence. -Submit to and get opinions from the regional organizations of fisheries and aquaculture producers with regard to the regional regulatory scope.
