Constitutive agreement
It was created in 1960. Its capital was opened up to the participation of extra-regional partners in 1992 with the Protocol of Reforms to the Constitutive Agreement of the Bank. In addition to the Central American countries, Mexico, the Republic of China, Colombia and Spain are also members of the Bank.

Structure
The highest authority is the Assembly of Governors made up by the Ministers of Economy and the Presidents of the Central Banks of the member countries. Its Constitutive agreement also considers the existence of other authorities: the Board of Directors responsible for the management of the Bank; the President who is elected by the Assembly of Governors; the Vice President, who is elected by the Board of Directors; and other officials that may be deemed necessary for the operation of the organization.

Functions
Promote economic integration and economic and social development, providing financial resources and technical cooperation to national and regional public and private organizations.
