Political Factor
The institutional structure of Central America, previously regulated as ODECA, was modified by the Tegucigalpa Protocol, linking the already existing bodies and institutions to the new community political-juridical-institutional structure, mainly made up by the Meeting Presidents, the Council of Ministers of Foreign Affairs, the Executive Committe and SICA General Secretariat , which constitute the vertical bodies with functional autonomy within the context of a necessary and coherent intersectorial coordination that ensures the efficient execution and constant follow up of the decisions made by the Meeting Presidents as well as by the Central American Parliament , as the community body for formulation, analysis and recommendation, and by the Central American Court of Justice , as the community body in charge of guaranteeing respect for community rights, constituted by the Tegucigalpa Protocol and its complementary and derived instruments. |
